Project Description:

This project entails the construction of a 25.6-kilometer second line road connecting Bagram to Jabal Siraj in Parwan Province—an important infrastructure initiative aimed at improving regional connectivity, transportation efficiency, and socio-economic integration in a strategically vital area of Afghanistan.

Awarded through a rigorous competitive bidding process by the National Procurement Authority (NPA), the contract was secured by a joint venture between Himmel u. Papesch Bauunternehmung GmbH & Co. KG, a well-established German construction firm, and Harirod Construction Company, a leading Afghan civil contractor. This collaboration brings together international technical standards and local execution capabilities to deliver a high-quality and sustainable infrastructure solution.


Key Features & Scope of Work:

1. Roadway Engineering & Earthworks:

  • Complete re-survey of the proposed roadway alignment to ensure accurate design and implementation.

  • Massive earthworks involving over 1,000,000 cubic meters of excavation and embankment to shape the road structure and adapt to the challenging topography of the region.

2. Road Construction:

  • Development of a durable multi-layer road pavement system, including:

    • Sub-base and base course construction

    • High-quality asphalt surfacing suitable for heavy and long-term vehicular traffic

  • The design ensures all-weather usability and resilience to temperature fluctuations, erosion, and heavy rains.

3. Retaining Structures:

  • Construction of more than 100,000 cubic meters of stone masonry retaining walls along mountainous and sloped sections of the road. These structures provide critical support, reduce erosion risk, and ensure the stability of the road in high-gradient areas.

4. Drainage and Canal Integration:

  • Installation of over 155 concrete culverts, ranging from medium to large sizes, designed to carry water across the roadway and prevent flooding during peak flow conditions.

  • Rehabilitation of existing stone masonry open canals, including reconstruction with concrete beds, to improve irrigation efficiency and safeguard adjacent farmlands and infrastructure.

5. Bridge Construction:

  • Construction of three major reinforced concrete bridges over key waterways:

    • Charikar Power and Irrigation Canal

    • Ghurband River

    • Salang River

  • These bridges are designed for structural durability, accommodating both current and future traffic loads, and withstanding hydraulic and seismic stress.

The Bagram–Jabal Siraj Second Line Road project is a cornerstone in the regional infrastructure network of Parwan Province. It is expected to:
